Why does seawall and dock work differ along the coast?

Simplified sketch map of the coast around Daytona Beach, not to scale. The Atlantic Ocean is on the right. A long, narrow barrier island runs north to south along the coast, with the Halifax River between it and the mainland. From north to south along the river are Ormond-by-the-Sea, Ormond Beach, Holly Hill, Daytona Beach, Daytona Beach Shores, South Daytona, Wilbur-by-the-Sea, Port Orange and Ponce Inlet. The Tomoka River joins the Halifax at the north end and Spruce Creek near the south end. The river meets the ocean at Ponce de Leon Inlet, and south of the inlet the water continues past New Smyrna Beach.Ormond BeachHolly HillDaytona BeachSouth DaytonaPort OrangeNew Smyrna BeachOrmond-by-the-SeaDaytona Beach ShoresWilbur-by-the-SeaPonce InletTomoka RiverSpruce CreekHalifax RiverPonce de Leon InletATLANTIC OCEANSimplified sketch, not to scaleN
Simplified sketch, not to scale. Most seawalls and docks here face the Halifax River and the canals off it, between the mainland towns and the barrier island. The Tomoka River and Spruce Creek, at either end, are Outstanding Florida Waters with tighter dock rules.

The Halifax River is a 23-mile tidal lagoon between the mainland and the barrier island. Near Ponce Inlet the tide moves well over 2 feet twice a day; by Ormond Beach it moves about half a foot. Walls and docks near the inlet take more current and more tide through every joint, while upriver docks sit at a steadier water level. Walls facing the ocean are a different job again, with their own state coastal permits.

The rules change from town to town as well. Each city sets its own dock size limit, and the Tomoka River at the north end and Spruce Creek at the south are Outstanding Florida Waters, where the state's dock exemption is halved to 500 square feet. Everywhere in the county, a new dock or slip goes through Volusia's manatee review. Thepermits guide covers each step.

What jobs come from these towns?

The usual calls are the same up and down the river: a seawall losing soil,a cracked cap, an old wall to replace,a new dock, dock repairs, or a boat lift that won't run.
