Seawall cap and tieback repair in Daytona Beach

The cap is the concrete beam along the top of a seawall, and it does more than look tidy: it ties the panels together and holds the tiebacks that keep the wall upright. When it cracks and rusts, the wall loses that grip. A new cap with tiebacks runs about $125 to $230 a foot in Angi's 2026 figures.

Why do seawall caps crack?
Salt water gets into small cracks and reaches the steel bars inside the cap. Rusting steel swells, and the swelling splits the concrete from the inside, popping off chunks at the corners. A seawall owner's manual from a Florida city building department puts it plainly: watch for rust or corrosion, particularly on the cap.
The same thing happens to the tieback rods that run from the cap back to an anchor in the yard. When they corrode, the manual lists the symptoms as a deteriorating cap, wavy or sagging panels, and fill settling behind the wall.
What does a failing cap look like?
- Rust stains: Orange streaks running down the face of the cap.
- Cracks along the length: Long cracks, often right over the line of steel inside.
- Broken corners: Chunks of concrete popped off, with rusty steel showing.
- A cap that has rotated: The top of the cap tipping toward the water, or a gap opening between the cap and a dock.
Hairline surface cracks alone aren't an emergency. Exposed, rusting steel or a cap that has moved are signs to have the wall checked.
How is a seawall cap replaced?
A cap replacement usually goes like this:
- Remove the damaged concrete: The crumbling cap is broken off down to sound material.
- Check the tiebacks: Tieback rods are exposed and checked; rusted ones are replaced, which can mean digging back to the anchor in the yard.
- Set forms and new steel: Wooden forms go on either side of the panel tops, with new steel inside.
- Pour the new cap: Fresh concrete ties the panels and tiebacks together again.
Where the old anchors can't be reached, the owner's manual describes a waler, a beam along the wall, with new tieback rods and a new anchor. Whether your wall needs that is something the contractor decides on site.
How much does seawall cap repair cost?
Angi's 2026 national figure for new concrete caps and tiebacks is about $125 to $230 a linear foot, so roughly $6,250 to $11,500 for a 50-foot wall. Patching small cracks runs $100 to $180 a foot. Neither source prices a cap without tiebacks, since they're usually done together.
If the panels under the cap are cracked through too, the cap is only part of the job; see seawall repair and the cost guide.
Does a cap repair need a permit?
A cap on an existing wall on its old line is restoration under Florida Statutes 403.813, so it doesn't need a state environmental permit. It still needs a local building permit, and in Ormond Beach the city's dock and seawall checklist also asks for photos of a turbidity barrier in the water before the permit is issued.
Common questions
Can a cracked cap just be patched?
Small surface cracks can. Once steel is exposed and rusting, patching only covers it up; the rusted steel keeps swelling, so the cap is replaced.
What are tiebacks?
Steel rods that run from the cap back under the yard to a buried concrete anchor, called a deadman, usually 10 to 12 feet behind the wall. They keep the wall from tipping toward the water.
Will the job tear up my yard?
Some digging along the wall is normal. If tiebacks have to be replaced back to the anchor, expect a trench across that strip of yard.
